Feingold, Kohl vote to move ahead with START treaty
The U.S. Senate has passed a cloture motion on the START nuclear arms treaty with Russia, paving the way for final approval of the long-stalled measure.
U.S. Sens. Russ Feingold and Herb Kohl voted for the proposal, which passed 67-28. That margin would exceed the two-thirds vote required for ratification.
