Wendy Riemann column: Advantageous Advocacy: Listen up!

It has been said that a person has two ears and one mouth, and should use them in proportion. True in relationships. True at work. True in advocacy.

On occasion, a lobbyist would enter my office and be distracted by her phone throughout the meeting.

My impression was not, “WOW, this woman is an amazing multi-tasker.” I did not find her to be extremely important because of her “busy-ness.” I also did not reason my comments were not welcomed, since she requested the meeting. I DID, however, think that while she may hold good intentions, if she is not fully listening, she is not worth much of my time.

Other days, groups would come into my office and I would ask how a meeting on the Hill went with the member of Congress. They would tell me, “It was great! He is totally on board. He said, ‘I’m so glad you brought this to my attention.’”

I would smile and ask, “Wait, what else did he say? What you just told me is not actually agreement. That’s a polite response to acknowledge your presence.”

Then I would receive dumbfounded stares.

Advocacy must include listening for what is being said, not what a person seeks to hear.

“I’m so glad you brought this to my attention.”

“Thank you so much, I will look into this.”

“This is really helpful information, I’m glad you came in.”

None of these statements convey support, a yes, or agreement to a cause.

It is easy to misinterpret words if we are not completely listening to what is actually being said.

Listening requires being humble enough to focus 100 percent on someone else. It means placing everything else out of mind. It means letting go of preconceived ideas and putting oneself in the speaker’s shoes to best understand that perspective.

Listening entails complete concentration – not just hearing the sounds – but comprehending the words, and noticing the body language and other non-verbal cues. Without listening, it can be difficult to offer a meaningful response or ask thoughtful follow-up questions.

If a person is hearing, but not listening, he is not learning anything new – which means he is not helping his cause. If he already knows everything and does not feel the need to listen, why the meeting? For face time?

Advocates always seek a better rapport and more face time with elected officials and their staffs.

Instead of more meetings, hold more meaningful meetings. Pay attention and make the person feel important by actually listening and engaging in real conversation, and then conducting the follow-up.

For example, if a staff person is asking questions, an advocate can better develop a relationship by listening to what he is looking for and emailing additional information. It could be a courtesy meeting, but an advocate could also be making a great ally by demonstrating he is a team player and will put some skin in the game.

If an elected official responds with, “This is the first I have heard of it,” that may indicate more background information is needed.

If a member of Congress asks, “Who else is on board,” he is likely still on the fence and may need more convincing. All sorts of clues are provided to individuals who are really listening in a meeting to best guide their next advocacy decisions.

Finally, never discount what someone says because of the way it is presented. Some people speak faster, some slower, some have a stutter – listen to their words and notice their body language – it offers more insight.

In conclusion, remember, a person’s mouth is far more likely to get him in trouble than his ears – so listen more.

Wendy Riemann column: Advantageous Advocacy: Four for before

A great deal of preparation should be completed before a person ever steps foot inside an elected official’s office to advocate.  As Abraham Lincoln is quoted as saying, “Give me six hours to chop down a tree and I will spend the first four sharpening the axe.”

Honest Abe was also wise.  Being prepared makes a meeting more efficient, impactful, and beneficial to the cause.  While we do not need to spend four hours sharpening our axe for a meeting (hopefully), we can better prepare for a meeting with an elected official, or his staff, in four simple ways.

First, always do the homework.  It is worth spending some time researching who the group is meeting with and his background and priorities.  This is true even if a group is “just” meeting with staff, as the staff are there to represent their boss.  Visiting the official’s government webpage will usually provide a photo, biography, and information about what committees the official serves on and issues he champions.  A review of the news/press releases he has recently issued – almost always found on his webpage – will also provide insight as to what the office values and is currently finding important.

Second, know the issue background.  This does not require a comprehensive understanding of the ins and outs of every vote or movement, but a quick google search on the meeting topic can provide the current status, some of its history and progress, and perhaps even a bill number.  Even to a subject-matter expert, spending some time online to see what was possibly overlooked, or is new, is usually worth the few minutes.  For instance, a meeting participant may understand local or state ramifications, but may not be as familiar with federal proceedings on the topic.  Furthermore, knowing any specific information as it relates to the district or home state is always most useful in helping an elected official make a decision, as his constituents vote for him to stay or leave office.

Third, know the ask.  An entire future column will be devoted to this topic alone because it is so significant.  However, the core of this point is to know why the meeting is requested and the desired outcome of the meeting.  If this was summarized in one sentence, what would that sentence be?  Is there hope that the official introduces a bill?  Hears a concern?  Votes for a bill?  Attends a business event?  Signs a letter to a federal agency?  Tours a local factory?  Why is this meeting worth everyone’s time and what should come from it?

Fourth, know the opposition.  It may appear that everyone wants to save puppies, because who does not love puppies; however, some folks are just cat people.  That is true for the majority of issues – someone is always against something – for a variety of reasons – not all of which will ever make sense.  Before a meeting, a person or group should determine who might be against the cause, why they are against the cause, and how, if at all, the proposals the group is recommending are different from what has been opposed in the past.  Providing this information is helpful to the official.  It is also helpful to the advocates because if the official has any further questions about it, the advocates are right there to alleviate any concerns or provide additional rationale or background.

Lincoln is also quoted as saying, “I will prepare and someday my chance will come.”

These four tips are a great start toward earning that chance.

Johnson asks FBI for more information on decision not to charge Clinton over email use

U.S. Sen. Ron Johnson, chair of the Homeland Security Committee, wants more information from the FBI on its decision not to recommend charges against Hillary Clinton for her use of private email while secretary of state.

Johnson, in a letter to FBI Director James Comey, also wants an accounting of agency resources spent on the probe.

Johnson, R-Oshkosh, wrote in yesterday’s letter the Homeland Security and Governmental Affairs Committee continues to examine Clinton’s use of private email while at the State Department and asked Comey to provide the requested information no later than 5 p.m. July 19.

Johnson's letter comes as Republicans continue to question the FBI's recommendation. House Oversight and Government Reform Committee Chairman Jason Chaffetz, R-Utah, announced today Comey will testify before his committee Thursday.
Johnson is seeking:

*the number of FBI employees assigned to the investigation and a list of all agency resources that were consulted in the probe.

*an estimate of how much the investigation cost the agency and if other departments incurred expenses as well.

*the FBI’s view of the difference between “extreme carelessness and gross negligence." Comey announced Tuesday Clinton’s handling of classified information was “extremely careless.” The standard to file charges includes “gross negligence.”

Finally, Johnson asked, “If the evidence that the FBI collected about Secretary Clinton’s use of a private email account and server did not constitute gross negligence, what set of facts would cause the FBI to recommend criminal charges under the gross negligence standard?”

Johnson questions FBI recommendation not to issue charges in Clinton email probe

U.S. Sen. Ron Johnson Tuesday called Hillary Clinton's use of private email while secretary of state "unbelievably reckless" and questioned the FBI's recommendation not to issue charges.

Johnson said while he's not a lawyer, he questioned the difference between "extremely careless and grossly negligent," adding the latter is a crime.

He accused Clinton of using private email to circumvent public disclosure laws, saying she put the nation's security at risk.

"What's certainly known is Hillary Clinton was unbelievably reckless with our nation's national security, and now she's running for president," he told the Milwaukee Rotary. "I hope Americans have a very deep level of second thoughts."

Asked about Trump's tweet that "The system is rigged," Johnson said, "It certainly looks like there are two sets of standards."

Johnson, though, largely passed when asked about whether Trump has the judgment to be president.

"Any president is going to need extremely good advisers," said Johnson, who repeated the line word-for-word when asked the question again.

He also declined to comment on the effort at the national convention to block Trump from securing the nomination, saying he's not a political pundit and will not be a delegate.

"I've got a serious responsibility," said Johnson, chair of the Homeland Security Committee. "I'm focused on those things."

Johnson also said he is still giving "careful consideration" to the TPP and would not commit to making his position known before the fall election.

Johnson knocked those who had a "knee-jerk reaction" to the document, saying it's 6,000 pages long and he's "got some modesty in terms of how much I know." Johnson said "my opponent" and unions are opposed to it. But of the groups he's met with, only one farm group has registered its opposition, while all others have been strongly for it.

"I'll keep meeting constituent groups and will evaluate this until I have to take a vote," Johnson said.

Feingold spokesman Michael Tyler accused Johnson of ducking and dodging "his way through every question over his support of Donald Trump" and knocked his answer on the TPP.

"Sen. Johnson failed to connect with the people of Wisconsin today. The only thing he accomplished was reminding Wisconsinites that he's all Washington," Tyler said, echoing a line in a new TV ad the Feingold campaign began today.

House to take up gun legislation, mental illness bill next week

Speaker Paul Ryan told fellow Republicans on a conference call the House will vote on a terrorism package next week that includes a provision designed to prevent suspected terrorists from buying guns, according to a source on the call.

The source did not offer details on how the provision would work.

The Senate last week debated a couple of approaches designed to prevent those on a watch or no-fly list from purchasing a gun. One would have given investigators 72 hours to prove someone on the list has ties to terrorism. Otherwise, the person would be allowed to purchase a gun.

Another, backed by Dems, sought to bar anyone on a terrorism watch list from buying a firearm.

Ryan, R-Janesville, has urged caution on the issue, telling "Meet the Press" last month, "We've got to get it right. We're going to take a deep breath and make sure that this is done correctly." The source said Ryan struck a similar tone during the call, calling for an approach that protects due process.

Ryan also told his colleagues the House will take up a mental illness bill as part of their response to mass shootings.
